Over thirty years of experience with performing, managing, and technically directing large scale safety and reliability assessment projects in the U.S., Europe, and Asia. These projects were responsible for assessing safety and reliability capabilities, resolving licensing issues, identifying cost effective solutions for major safety issues, and transferring risk and reliability assessment technology to clients.
Mr. Fleming has pioneered key aspects of PRA and reliability engineering technology, such as common cause failure treatment and reliability modeling of large complex systems.
He is widely recognized as an expert in probabilistic safety, risk, and reliability assessment of nuclear and non-nuclear power plants and engineered facilities. Emphasis areas of consulting include:
- Independent technical reviews of conventional LWR and advanced gas-cooled reactor plant PRAs, including development of PRA project plans for meeting industry standards and U.S. licensing requirements
- Development of existing and advanced reactor risk-informed quality standards and licensing approaches including participation on ASME PRA standards committees
- Plant and system level optimization analyses to meet risk and reliability targets, evaluate changes in design, operations and maintenance, and develop emergency planning strategies
- Application of PRA methodology for the design and optimization of engineered products, systems, projects and ventures
- Application of advanced methods of programmatic risk assessment to evaluate the uncertainties in the cost and schedule of projects to introduce new and innovative technologies
